Dedicated Quarantine Mailbox and Restore Requests Approver can be added from Configure option in cloud store for O365Mail and Gmail.
Restore Requests Approver MUST be CAS Portal Admin user. Customer can promote any CAS license user to Portal Admin from their MSW account.
Dedicated Quarantine Mailbox can be any standard CAS license user.

Does the quarantine mailbox have to be a licenses 365 mailbox (regular user) or can it be a shared mailbox, which is not licensed?
