NSA 4600 Global VPN Client cannot access Site to Site Network

We have a site to site vpn connection between Office 1 ( and Office 2 ( We have no problem Remote Desktop from Office 1 to any computers in Office 2.

However, when using Global VPN Connection to connect to Office 1, we cannot be able to remote desktop to any computer in Office 2 at all.

Checking from the log, it shows

TCP handshake violation detected; TCP connection dropped, 50844, X1, 3389, X1

We follow this guide but it does not help at all.

Do you have any suggestion that I can use to troubleshoot this issue?

My guess is that Office 2 firewall does not know how to reach GVC IP addresses, in this case

The [guess] network needs to be part of the site-site subnets for this to work.
