CAS Dedicated Quarantine Mailbox

Dedicated Quarantine Mailbox feature should be configure with 'dedicated mailbox'.

Adding valid user ID will skip CAS scan for the user. Also user will not show up on CAS licensed user list under license configuration section on the UI.
