When will NE 10.3.x have the Windows System Tray icon right-click options restored?

We finally installed 10.3.1 but it is a big "NO WAY" until the right-click options for the System Tray icon are restored. Who thought this was a great idea? We use that like a dozen times a day! Forcing extra clicks is not acceptable!

We're going back to 10.2.x.
