Azure Site-to-Site VPN with active-active connection to NSA4700

I have an Azure Virtual Network Gateway (sku VpnGw1AZ). I have it set to Active-Active mode, which means that the 'standby' Azure instance of the Virtual Network Gateway should attempt to connect to my NSA4700 also. It is not, and I'm looking for help on how to get the SonicWall site configured correctly for this. The value for this is if the tunnel on one instance goes down (even momentarily), traffic will continue to flow from my Azure private networks to my on-prem networks without any missed beats via the secondary tunnel.
