Packet Monitor for Read-Only Admins?

Hello all, I searched through the forum but was unable to find a similar question. How can we make the packet monitor work for Read-Only admins? They cannot locally use configuration mode on our NSM-enabled devices, and that also seems to block access to the packet monitor.

Our call center technicians all have Read-Only Admin accounts that they can use to log in through site-local PCs for troubleshooting purposes. I considered making everyone at least a Limited-Access admin so they could use the packet monitor but that still gives them permissions to change things that we'd prefer only my team can access.
