What does Packet dropped - Guest service drop pkt mean?

Hi. I'm trying to troubleshoot an issue where packets just don't make it to their destination.

Below is what the Sonicwall is stating what happened.

in:X1*(interface),out:--,DROPPED, Drop Code: 727(Packet dropped - Policy drop), Module Id: 27(policy), (Ref.Id: _2722_qpmjdzDifdl),2:2)

I looked up the code and it says it means Guest Service Dropped Packet. What…does that mean exactly? I'm asking because the destination where it should have arrived at didn't get this packet at all based off the Wireshark capture.

Are there any recommendations on how to troubleshoot this?
