Unable to Redirect to Login Page

I am facing a problem with the ULA Configuration.

The user connected to Windows Server 2022 using NComputing with Static IP configuration. they are connected to Wired and Wireless.

The redirection settings are done already.

As per my knowledge the normal behaviour is whenever the system connects to the network, the computer opens the web browser and asks to log in for internet access.

but in my case, it's not happening. users open the browser, go to the firewall login page, and log in for internet access.

Any help with this case would be appreciated.
