Connection rate query

We need to replace our HA pair of NSA5600 and we're wondering whether we can actually use TZ670 in HA. This will be for a DC situation, so no users behind it and we've moved a lot of bandwidth off to a CDN, so not really even seeing much over 800Mbps bandwidth. However we do occasionally see spikes on the connection rate when our client devices check in.

The connection rate on the 670 is 25000, and although I currently don't see much over 15K, I just wondered what happens if we hit that limit, are the connections just queued, or dropped?
