Importing Local Users into SMA 410

Does anyone know of a good way to import users into the SMA 410?

I have a long list of users in a text format, but it needs to be entered via JSON and is not converting correctly. the amount of time I would have to take to create the proper json code could take longer than entering 200+ users by hand...

there are json converting tools out there, but they are not formatting correctly.

and SSH option has been removed/not included with the SMA 410.
