It look like winget is having trouble to add SonicWall.GlobalVPN

When winget is upgrading SonicWall.GlobalVPN, it forces a restart while uninstalling the previous version. Also, the setup does not have NoRestart Commands. But MSI have /NoRestart commands. Also, wingetcreate use MSI Version to detect the binary.
