How to block URLs from all users?

Hi. I am trying to block internal users from accessing a certain URL. I have followed the instructions for SonicOS 6.5, from this guide: https://www.sonicwall.com/support/knowledge-base/how-to-block-url-using-app-rules/170505283226855/
However, the URL is not being blocked. All users are still able to access the URL that I've included under Match Object. Images of settings below. Thanks in anticipation.
Enable App Rules is turned on.

Hi @sk_mark, why are you using App rules? you would be better using the CFS and adding the URL in to a blocked list, type (URI) and then add this to the Profile, also make sure you have enabled HTTPS Content filtering in the Profile Object Advanced tab
F.Y.I. what you are trying to do with the App Rule would only work when using DPI-SSL as it is HTTPS
