Reserved or Dedicated VPN License

I have a customer who has asked me can they dedicate a VPN license to a certain user login? The scenario is, there is a problem at the home office and the sole IT Administrator is on vacation or offsite. She tries to logon to the SSL-VPN and there are no remaining licenses. Is there a way to dedicate a license to a user or will she just always have to have 1 license more than the total of all other users?

    @MikeM there is IMHO no way to accomplish this, you should increase the number of licensed users if possible.
