To figure out what needs to be allowed, we would need more details like, how things are configured and if you are seeing the firewall blocking the traffic using packet monitor? If yes, what is the reason for those drops.
To me you have too many devices. What is the purpose of the Sonicwall if you are using the Peplink routers? The security services?
Just based on the diagram you provided, I would make sure none of the Sonicwall's are NATting any traffic and let the Peplinks handle that. Then the Sonicwalls need to be aware of the other subnets and have access rules allowing the traffic.
