I am allowing all categories at CFS. HTTPS enabled.
I have enabled DPI-SSL client for Content Filter.
The CFS policy only denies "youtube.*".
It is denying "www.youtube.es" but it is allowing "www.youtube.com".
Something is wrong in here.
I have created an APP rule just to deny YOUTUBE. I enabled it.
I could see how YOUTUBE was not accessible.
After disabling the APP rule, CFS did it job blocking "youtube.com".
I do not understand it, but it works now.

Looks like an odd issue. Could you please test the website access using a different browser or Incognito window? This will ensure not using browser cache.
If the issue persists, please check if the CFS policy is getting hit counts.
