We need a WAN switch so that both the ISPs will work with both the primary and secondary devices. It is absolutely essential for seamless HA functionality that the interfaces that are connected to either device are exactly the same.
So, we need a WAN switch, so that there are X1 as well as X2 connections on both the devices and we can have WAN failover if necessary whether the primary or the secondary device is active.

WAN switch is most important for the Firewall HA implementation. For your reference please see the below network diagram.
For the high availability for WAN & LAN switch recommended to add stack switches
NB: HA does not support Portshield interfaces.
