Utilizing Packet Capture on SonicWall definitely causes a spike in CPU but not to 100% consistently. When the CPU goes to 100%, we would need to take a look at the tasks consumes more CPU and based on the result we have to take it forward. As a best practice recommendation, please ensure to run your SonicWall appliance on its latest firmware.
