I do not find if it is possible to automatically send each user by email a list of blocked emails?
And if possible, do users have the option to block / unblock emails themselves?

Please refer below HES admin guide to create automated Allowed Lists ( Page 89 and below ).
Thanks for the link. I only read the 9.1 or 9.2 admin guide.
Quit strange document you refer to : the summary list page until 213 … the PDF end at 155.
It seem it need to be configure with Groups … but The Add Group function is grayed out and inactive when there is no LDAP :-( (Or anyway on our interface)
Without being able to add a group, it is not possible to access these settings.

Still find a way to make the Group setup without LDAP server to at the end setup what report email is send to end user group.

every User get his Junk Overview. Could delete or view without any risk.
