If Customer is not using Ldap, so can we create Users Locally and give access to user to access Junk box?

Yes, you can create local users to give them access to their Junk Stores. They can also access their Junk Stores via the links provided in their Junk Summaries sent to them.

@vishmay_panchasara yes you can add users manually and here is a KB on how to go about it.
You can add individual users or multiple users using import option as explained in the KB.
