the next upcoming version of MT will have the option for using the SonicOS 7.1.3 and 7.0.1-5165 as the Target Release. For now , The suggestion is to use the SonicOS 7.1.2 as the Target Firmware and then :
Import the settings onto the firewall operating with SonicOS 7.1.3
Import the settings onto the firewall operating with SonicOS 7.1.2 and then upgrade to the firmware to SonicOS 7.1.3
Approx. ETA on Next Version of MT is Mid to Late next month.
How is that helpful?? - I have (3) TZ670's here running 7.1.3; and I have three nsa2700 that I have registered that I can't use as I can't get the config that I exported out of the 670's into the 2700's (and I am not going to downgrade the 670's). - you should not come out with a firmware package if you do not have the supporting software ready.

GEN7 to GEN7 migration of the settings ( like for like OR lower to higher ) such as the one you were seeking can be performed directly by importing the settings from the 670 to NSa 2700. This is the KB article to refer:
if you haven't made any changes on your devices since upgrading to 7.1.3 you can download the previous 7.1.2 config file from your cloud backups run that through the tool, remap ports if needed, then using file converted exp import into the NSA 2700 running 7.1.2 or later.
