How do I setup site to site vpn?

Hello everyone. I am a bit new here so I am open to learning.
Currently have 2 tz370s at two different sites. When attempting to setup a site to site vpn, I am not getting a green circle showing an active tunnel. I have been at this for quite some time and cant seem to understand where I am going wrong. I dont mean to take anyone's time but would definitely appreciate any kind of help that I can get here. I have all of the correct ip addresses but can seem to figure it out.
