@HKDude I've seen such thing when using Google Chrome in the past, try Firefox - or vice versa, can't recall. If it's not that, are you sure it's really factory resetted?
I have tried Edge and IE11 and removed all browser cahed passwords and contents. Same result. And yes, the X) interface address has been reset to 192.168.168.168. This remains a mystery

@HKDude what firmware is installed? If it's an older one try updating via Safe Mode first.
Besides all that I don't have another idea.

it did boot into safe mode once, and I chose reset to factory. After rebooting, the password still wasn't accepted
