What to do when App Rules not working?

I'm trying block chess.com on a TZ400 running SonicOS Enhanced 6.5.1.5-6n. I have followed the basic instructions and successfully blocked other apps but I cannot successfully block chess.com on either a computer/web page or phone app. How do I go about diagnosing the problem?

    Start with reviewing the logs (you have to change the log redundancy filter to get more frequent results)...
