the DataSheet lists 250 for the TZ 370.

Why firewalls.com is showing like :- Recommended for 11-25 User Network for TZ370
I am confused, we have 200 PC in our network, will this model will be sufficient or not. Or it is sufficient for only 25 PC in local network.
I am attaching the datasheet for your reference. We never measure based on the number of PCs rather the traffic that they can generate. This post was about how many local users can be created on the firewall.
So, 25 seems to be a very low number. I would suggest looking at the numbers from the datasheet for more details.
