Do we need to use users/groups for content filter we only want to use IP range?

Do I need to use users/groups for content filter?
In CFS Policy, User/Group we have "All". But the content filter doesn't block anything.
We have a mix of local users and AD users.
I only want to use IP range not any extra user account for Sonicwall or extra sign-on.
