Main Mode IPSec VPN in Test Environment

Hello,

I'm trying to configure a Main Mode VPN between two TZ370s in a test environment. I've done this many time in the field for production networks but I haven't been able to get it working on a test bench. The WAN interfaces have "public" IP address and I have a router between the WAN interfaces simulating the internet. I can ping every which way successfully. The TZs do not have internet access and the units are hardware only. They are not licensed with a security package or support. What am I missing??

    Firmware upgrade fixed it. (Old 5018 New 5111) I was thinking VPN should work with old firmware, I'll never learn.
